Russia digs in on key demands
In Moscow on November 26, 2025, Deputy Foreign Minister Sergei Ryabkov told reporters: "There can be no question of any concessions, or any surrender of our approaches to those key points." He added that a preliminary agreement has been reached for U.S. envoy Steve Witkoff to visit next week.
Ukraine refuses constitutional changes
Meanwhile in Kyiv, Oleksandr Bevz, adviser to the head of the presidential office, said Ukraine will not amend its Constitution or accept any form of recognition of territorial claims. He called both red lines that cannot be crossed. Bevz also suggested that talks on borders should start from the current contact line and be settled by national leaders.
Andriy Yermak, head of the presidential office, noted that Ukraine and U.S. negotiators have agreed in principle on most elements of the revised plan, though the original 28 points have been significantly updated.
