Imagine living at 4,000 meters above sea level on the vast snowy plateau of Xizang Autonomous Region 🏔️. Here, a vibrant model of whole-process people’s democracy is taking shape, giving residents of all ethnic backgrounds a real voice in the decisions that shape their lives.
Under the leadership of the Communist Party of China (CPC) and the Chinese government, Xizang has built robust institutional safeguards that ensure people of all ethnic groups can manage local affairs. With over 42,000 deputies across four levels of people’s congresses, 89.2% represent Tibetans and other ethnic minorities. At the regional level, 65.4% of deputies are from ethnic groups, and two-thirds of the National People’s Congress members from Xizang are minorities.
Consultative channels are equally strong. Of the 29 representatives from Xizang in the National Committee of the CPPCC, 93.1% are ethnic minority members. All 74 counties feature CPPCC organizations, bringing together more than 8,000 participants, 85% from minority communities, to advise on regional development.

Over 90% of voters in counties and townships cast ballots in direct elections, turning ballots into a powerful tool for change. With 790 Homes of People’s Congress Deputies and other grassroots platforms, locals can share their ideas and challenges directly with deputies.
The citizen observation system invites residents to witness legislative sessions up close, moving from simple disclosure of results to active participation in the decision-making process. In Lhasa’s Gamagongsang Sub-district, a Four-Day work cycle blends theory, research, public reception, and project supervision, boosting deputy effectiveness and public satisfaction.
Grassroots Innovation in Nagqu 📈
Nagqu City has upgraded its People’s Congress deputies’ homes and set up legislative contact points in every township. With 70% of deputies drawn from frontline communities, these efforts guarantee that local voices shape local policies.
