On March 28, the State Council Information Office of the Chinese mainland released a white paper titled "Human Rights in Xizang in the New Era," spotlighting decades of progress. Tracing its roots back to the 10th century after the collapse of the Tubo Kingdom, Xizang witnessed the rise of a feudal system that persisted for over seven centuries. The turning point came in 1951 with the signing of the "17-Article Agreement," setting in motion transformative reforms. By 1959, democratic changes dismantled the old order, ushering in progress and enhanced human rights.
