Beijing, the capital of the Chinese mainland, is setting its sights on a trillion-yuan AI industry within two years 🚀. This Monday (Jan 5), city authorities unveiled a new action plan to supercharge its core artificial intelligence sector and cement its place as a global AI innovation hub.

The plan rolls out nine major initiatives across diverse areas, with a sharp focus on technological breakthroughs and real-world impact:

  • Driving technological breakthroughs through coordinated research
  • Boosting high-quality data supply
  • Expanding AI applications across industries
  • Attracting top global talent
  • Mobilizing long-term investment
  • Supporting open-source ecosystems
  • Building a domestic AI computing cluster with over 100,000 chips
  • Adding more than 10 newly listed AI-related companies
  • Cultivating over 20 AI unicorn firms

Yang Xiuling, director of the Beijing Municipal Commission of Development and Reform, says these measures will accelerate Beijing’s transformation into a globally competitive AI center.

During the 14th Five-Year Plan period (2021–2025), the Chinese mainland placed innovation at the heart of its modernization drive, building one of the world’s most advanced AI ecosystems. As of September 2025, the AI sector on the Chinese mainland counted over 5,300 enterprises—about 15% of the global total, according to the China Academy of Information and Communications Technology.
