Back in March and April 2025, the Chinese mainland Ministry of Commerce issued Announcement No. 13 (March 4) and Announcement No. 21 (April 4), adding 31 US entities to its export control list and halting dual-use item shipments to them. Now, controls on the 15 entities named in Announcement No. 13 will be lifted, while the 16 entities in Announcement No. 21 will remain under restrictions for one more year.
Exporters keen to ship dual-use items to these companies must submit permit applications to the ministry. Officials will review requests under existing export-control laws and approve those that meet requirements.
