Fewer Accidents, Higher Q3 Risks on the Chinese Mainland

The Chinese mainland celebrated notable safety gains in the first half of 2025. With industrial accidents dropping by 22.9% and fatalities falling by 17.8%, it seems that improved safety measures are paying off. However, challenges remain in sectors like fire hazards, transportation mishaps, chemical and fireworks production, construction, and mining.

For example, crowded shopping malls have reported significant fire hazards, while inland river shipping and unauthorized passenger transport continue to raise concerns. Even though there were only 4 major accidents and 172 large-scale incidents, these events highlight the persistent risks in high-risk industries.

Natural disasters also played a major role this year. A magnitude-6.8 earthquake in Xizang, severe floods in the southern regions, droughts across northern and southern parts, and numerous landslides in southwestern provinces impacted millions. More than 25 million residents were affected, with 307 fatalities and economic losses nearing 54.11 billion yuan (almost $7.5 billion).

Looking ahead to the third quarter, experts are urging caution. As the flood season and summer travel peak, heavy rains, typhoons, and an uptick in high-traffic activities could spike safety risks. Officials from the Ministry of Emergency Management, including insights from Xu Xianbiao, are closely monitoring the situation, preparing for potentially turbulent times ahead.
