Sheng Hong Celebrates China’s Ground-Level Democracy in Shanghai’s Hongqiao

When a foreign visitor walked into the community legislative service center in Shanghai's vibrant Hongqiao subdistrict, they were greeted by an unexpected sight: national legislators in action within the community itself! 🌟

Meet Sheng Hong, a dedicated deputy to the National People's Congress and a community leader in Hongqiao for over 14 years. During this year's session of the National People's Congress, Sheng shared her passion for what she calls "whole-process people's democracy." 🏛️

"Whole-process people's democracy is practiced through the meticulous execution of daily responsibilities," Sheng explained in a recent interview. She highlighted how her role goes beyond policy debates in Beijing, focusing instead on real-life issues like mediating disputes in one of Shanghai's most cosmopolitan neighborhoods.

Hongqiao subdistrict is home to over 87,000 residents from 50 countries, making it a shining example of China's grassroots governance. In 2024 alone, its resident center welcomed 510 visiting delegations, including 55 foreign groups. Foreign observers often express their astonishment at how accessible China's political representatives are in such a bustling community.

"In my role as an NPC deputy, presenting China's varied democratic practices to the world brings me both deep fulfillment and pride," Sheng told reporters. Her commitment showcases how local governance can bridge cultures and foster a sense of community, resonating deeply with people around the globe. 🌏
