In a testament to China's consultative democracy, the Chinese People's Political Consultative Conference (CPPCC) has successfully addressed 99.9% of the proposals submitted since the start of the 2024 session. This impressive achievement underscores the CPPCC's pivotal role in shaping national policies and advancing high-level opening initiatives.
Political advisor Zhou Hanmin, a member of the CPPCC Standing Committee and president of the Shanghai Public Diplomacy Association, has been at the forefront of these efforts. Last year, Zhou submitted proposals focused on free trade zones, cross-border data flows, and enhancing economic cooperation with least developed economies. This year, he plans to present new proposals aimed at attracting foreign investment.
“In the context of growing global economic uncertainty, only by steadfastly advancing high-level opening up can we secure the future,” Zhou stated. He emphasized the importance of leveraging stable institutional advantages to navigate the uncertain global landscape.
Wang Huning, chairman of the CPPCC National Committee, highlighted the committee’s achievements in his work report at the opening meeting of the third session of the 14th CPPCC National Committee. He noted that out of 6,019 proposals submitted, 5,091 have been officially filed and 99.9% have been handled, demonstrating the CPPCC’s commitment to fostering a better business environment, supporting the private sector, and developing pilot free trade zones.
The ongoing session, which will conclude on Monday, marks another critical year for China's modernization efforts as the 14th Five-Year Plan approaches its end. The CPPCC is actively contributing to the formulation of the 15th Five-Year Plan (2026-2030) by organizing in-depth research and providing strategic advice to the central authorities.
“As we look towards 2025, the CPPCC will prioritize contributing to Chinese modernization, fostering unity, and pooling wisdom to support the recommendations for the next Five-Year Plan,” Wang added. This collaborative approach aims to ensure sustained economic growth and stability amid global challenges.
