China Updates Tech Export Controls: Battery Materials in Focus

In a dynamic move to align technology exports with evolving global needs, China has revised its catalog of export-controlled technologies. According to a spokesperson from the Ministry of Commerce (MOFCOM), the new edition includes one significant addition and a few major adjustments.

The most notable update is the inclusion of battery cathode material preparation technology – including lithium iron phosphate – in the restricted list. 🚀
Exporters now need licenses for these sensitive technologies as they become more critical in various high-tech and security-related areas.

The catalog also sees modifications in non-ferrous metallurgy. The update tightens controls on processes like spodumene-based lithium carbonate production and refines requirements related to gallium metal extraction. Meanwhile, some controls regarding traditional Chinese architectural techniques and building environment control technologies have been relaxed to better share China’s architectural achievements globally.

These revisions, which follow previous updates in 2001, 2008, 2020, and 2023, were made after extensive consultations with government departments, industry associations, academia, and the public. The adjustments aim to strike a balance between ensuring national economic security and promoting international economic and technological cooperation.

The changes reflect the Chinese mainland's commitment to high-standard opening-up and a modern domestic business environment. They are part of a broader strategy to deepen technological exchanges with all countries while safeguarding critical innovations.
