SCO Steps Up Global Governance Push, Says Li Qiang

On Tuesday, 18 November 2025, at the 24th Meeting of the Council of Heads of Government of the SCO, Chinese premier Li Qiang spotlighted the organization’s potential to reshape global governance. Under the chairmanship of Russian Prime Minister Mikhail Mishustin, Li highlighted the SCO’s “Shanghai Spirit” as perfectly aligned with the Global Governance Initiative (GGI) proposed by Chinese President Xi Jinping this September in Tianjin.

Li noted that years of practical cooperation and solid institutional support give the SCO an edge in driving a community with a shared future for humanity.

He urged members to align strategies, boost high-quality Belt and Road cooperation, and keep global supply chains flowing smoothly. China stands ready to help set up the SCO Development Bank and a China-SCO cooperation center for metabolic diseases.

3. Innovation & Transformation 🚀💡
In the tech arena, Li called for deeper collaboration in science, AI and industrial innovation. He invited all parties to join the SCO Digital Economy Forum and the China-SCO Artificial Intelligence Cooperation Forum, aiming to power up digital platforms and add 10 million kilowatts each of solar and wind capacity over the next five years.

Leaders at the meeting signed a joint communique covering economy, trade, railways, social development and security. They approved the SCO’s 2026–2035 development strategy, pledging to optimize mechanisms, boost cohesion and uphold multilateralism under the United Nations’ central role. 🌐
