HKSAR’s 2025 Blueprint: John Lee’s Plan for Growth & Livelihood

Hong Kong Special Administrative Region (HKSAR) Chief Executive John Lee delivered his fourth Policy Address on Wednesday, setting the stage for a transformative 2025. Anchored in boosting the economy and enhancing people’s livelihood, Lee presented a strategic roadmap to accelerate Hong Kong’s journey from stability to prosperity. 🌟

As China’s 14th Five-Year Plan concludes and the city gears up for the 15th, this address acts as a playbook to align with national development strategies and unlock fresh opportunities. ✨

One highlight is the creation of a Committee on Development of the Northern Metropolis under Lee’s leadership, aiming to supercharge growth in key districts north of the border. This mega project could reshape Hong Kong’s urban landscape and fuel new business hubs.

Under One Country, Two Systems, Hong Kong continues to attract overseas enterprises while pivoting to help Chinese mainland companies expand abroad. In the past we focused on bringing in enterprises, Lee noted, now our new edge is supporting them to go global. 🌏🚀

To boost governance, Lee also announced an accountability system for Heads of Department and the launch of an AI Efficacy Enhancement Team to streamline decision-making and public services. 🤖💡

With these moves, the 2025 Policy Address paints a forward-looking vision designed to inspire entrepreneurs, students, and global investors alike—and keep Hong Kong on the path from stability to lasting prosperity.
